Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in eight countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia, and Haiti.
I. Job Summary
The Director, of Award Management and Compliance (AMC) will lead a team of award management experts who partner regularly with both senior internal leadership and external entities to deliver upon successful implementation of Action Against Hunger USA’s restricted institutional awards. This includes leading and or supervising negotiations with other entities, supporting project-sponsored staff in the implementation of such awards, and serving as the principal architect to ensure award management systems and reporting mechanisms are effective, accurate, and reliable. The Director is responsible for setting the institution’s standards for effective, compliant award management.
Award management occurs after the grant, contract or cooperative agreement has been awarded to the organization. It includes establishing the award(s) in the organization’s financial and award system (Sylogist). During this stage, the awards management team directs the project teams in their day-to-day accountable actions, including project deliverables and overseeing financial and personnel activity, all while ensuring compliance with the organization and the donor policies and procedures. This will also include the flow down of organizational and donor requirements to all sub-awardees.
Sound management of these restricted (institutional donor-sponsored) awards is critical to maintaining public trust in the organization’s results and outcomes. The success of a sponsored project is contingent on both the ability of the project director/Chief of Party (or similar title) to carry out the award and ensure the organization's proper stewardship of the awarded funds. The Director of Award Management and Compliance is accountable for all institutional award management experts and the training of project staff in their administrative and financial duties.
The Director of Award Management and Compliance is a senior-level position in the organization. The incumbent not only maintains a pragmatic, detailed focus on individual awards, they also offer organization-wide strategic guidance. They play a key role in the pursuit and attainment of new awards. In doing so, the Director of Award Management and Compliance along with the Director of Business Development craft the growing and diverse portfolio of the organization.
Purpose: The Director of Award Management and Compliance oversees the Global Award Management and Compliance Team, ensuring its integration with the broader operations of Action Against Hunger USA. The Director monitors contracts and grants management operations to ensure the high quality of contracts and grants
administration and compliance with legal and donor requirements across all programs. The Director will be responsible for managing staff and effective and efficient operations in the areas of procurement, solicitation, budget preparation, contracting, and award administration (grants, cooperative agreements, and contracts) to include financial monitoring and reporting. The Director will design, implement, , and manage all workflow processes and procedures related to awards.
Engagement: The Director of Award Management and Compliance will collaborate with key internal stakeholders such as, but not limited to, Business Development, Finance, Program and Technical, and Organizational Risk and Compliance staff. The Director will also engage with external stakeholders, including donors and award officials, to review and approve award documents and engagement on portals. The Director of Award Management and Compliance will engage with key staff within the Action Against Hunger International network as warranted.
Delivery: The Director of Award Management and Compliance will be accountable for the management and delivery of Action Against Hunger USA awards related to a diverse and growing donor portfolio.

II. Essential Job Duties
Organization Compliance, Strategy, and Management
· Ensure legal compliance with all donor regulations, requirements for all award agreements
· Conduct organizational assessment of contracts and grants requirements and performance, presenting findings and recommendations to the Executive Team
· Develop and manages global AMC function organizational chart, strategy, and action plan
· Oversee functional staff across multiple locations, reporting to a central team
· Provide leadership and guidance to all organizational staff on awards implementation, fostering collaboration across teams (program, finance, risk, procurement)
Establishes systems and tools to monitor and track compliance effectively
Award Management Lifecycle: from proposal development to close out.
· Positioning and proposal development: Oversee positioning and business readiness to pursue institutional donor growth agenda; support global and country-specific proposal development as requested (e.g. assisting cost coordinators, reviewing budget narratives and budgets); tracks and disseminates trends in donor funding, procurement, and application compliance.
· Negotiations and start-up: Partner with business development, country and technical teams to transition from pre-award to grant administration; lead award negotiations and signatory accountability. Negotiate contracts, sub-contracts and modifications, advise senior leadership on risks and take the lead in disputes concerning contractual issues
· Monitoring, analysis, and reporting: Develop standard terms and write and review primary documentation. Monitor deliverables, cost estimates, allowable costs, and cost-sharing requirements. Maintain compliance with a variety of rule and regulations and requirements
· Costing and Budget Management: Oversee the preparation of cost applications for new proposals and applications. Lead the design and mainstreaming of new project budget templates and materials. Ensure country and US based program teams use key templates and award financial monitoring tools. Collaborate with the Finance Team to prepare regular budget-to-actual reports and other expenditure monitoring reports
· Project/Award Close-out: Identify project close-out requirements; Ensure completion of Action Against Hunger USA’s Closeout checklists and that awards in the awards management system and financial system are closed/deactivated. Oversee the delivery of the annual audit and any single audits for the designated portfolio of awards and contracts.
Policies and Operations
· Develop and/or enhance operational policies and procedures for award management, drafting templates for contracts and grants and providing in-house training to staff on contractual and compliance topics
· Responsible for small business, local partner, and other programs targeting metrics associated with donor strategies and requirements
· Stay current on industry changes, maintaining up-to-date resource library for staff; and supports country staff on local context
Communication, Collaboration, and Engagement
· Act as the primary point of contact for donors on resources provided to Action Against Hunger ensuring timely communications on related matters.
· Facilitate effective collaboration and communication across Action Against Hunger USA offices, including country and regional offices.
· Serve as a resource for ACF network partners in the areas of U.S. Government rules and regulations
III. Supervisory Responsibilities
Hold authority and accountability for managing a global award management team based across multiple offices. This includes structuring and engaging the team to advance the organization and its network’s mission. This may include secondary matrix management of awards management staff based in country offices contributing to their performance assessments.

Responsible for estimating and managing the annual operating budgets of the award management team

VI. Working Conditions, Travel and Environment
• The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the missions, mission security, or other obligations.
• Must be able to travel as required for standard domestic and international business travel as well as to the missions if appropriate. While visiting the field, the employee may be exposed to precarious settings under
high-security risks and/or very basic living conditions and outside weather conditions, as well as infectious diseases.

VIII. Required Qualifications
· Master’s degree in International Relations or International Development and Policy or related field together with at least 15 years of experience, or the equivalent combination of education and experience.
· Required knowledge and experience with the US Government Office of Management and Budget's (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (commonly called "Uniform Guidance") governing USAID (BHA) and State Department (PRM) grants are required, and knowledge experience with the Federal Acquisition Regulation (FAR) is preferred.
· Proven record of providing technical assistance to staff and the core team on administrative policies and compliance with the award. This includes the interpretation of USAID regulations (2 CFR 200, 2 CFR 700, 22 CFR-228, ADS chapters, etc.) and alignment with the organization’s finance and grants management policies and procedures.
· Demonstrated experience in developing and guiding sub-awardees in award and financial management through training and capacity-building programs and ensuring they manage their sub-awards according to USAID rules and regulations.
IX. Required Skills & Experience
· Proven high-level management. coordination and negotiation skills.
· Ability to analyze and cogently report on complex, sensitive materials.
· Demonstrable knowledge of international humanitarian and development interventions.
· Proficient knowledge and understanding of USG and US institutional donors’ policies, procedures, and regulations.
· Understanding of ECHO, EU, GAC, FCDO, SIDA, UN, GIZ, World Bank and other key institutional donors, policies, procedures, and regulations.
· Knowledge of award management IT platforms.
· Proficiency in English is required; proficiency in additional languages relevant to Action Against Hungeris preferred.
