Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in eight countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia, and Haiti.
I. Job Summary
As part of the Award Management and Compliance Team, the Senior Officer Award Management will manage a portfolio of awards (grants and contracts). The Senior Officer will ensure donor and contract compliance for the specified portfolio of institutional donor awards, responsible for all aspects of the awards management and administration. This position reports directly to the Director of Award Management and Compliance.
Purpose: The Senior Officer of Award Management and Compliance is responsible for the award management lifecycle, from proposal development through award closeout.
Engagement: The Senior Officer of Award Management and Compliance communicates with internal and external stakeholders ensuring proper management and compliance with internal donor regulations. The Senior Officer also acts as an internal expert and advisor to other departments and country programs involved in the delivery of organizational global, regional and country projects.
Delivery: The Senior Officer of Award Management and Compliance delivers on a portfolio of global, regional, or country contracts and grants.
II. Essential Job Duties
Organization Compliance, Strategy, and Management
· Ensures legal compliance with all donor regulations and requirements for a portfolio of award agreements
· Provides guidance to all organization staff on implementation of awards, working collaboratively across teams (program, finance, risk, procurement)
· Supports systems and tools to monitor and track compliance
Award Management Lifecycle: from proposal development to close out.
· Positioning and proposal development: Support to global and country-specific proposal development as requested (support cost coordinator, review budget narrative and budgets, etc.); tracks and disseminates donor changes in mechanisms, cost strategies, procurement, and application compliance.
· Negotiations and start up: Partners with business development, country and technical teams to transition from pre award to grant administration; leads mobilization and start up award management activities
· Monitoring, analysis, reporting: responsible for monitoring deliverables, cost estimates and forecasts, allowable costs, and cost-sharing requirements.
· Costing and Budget Management: Supports the preparation of cost applications (not limited to budgets and budget narratives) for new proposals and applications. Collaborate with Finance Team to prepare regular budget to actual reports and other sponsor expenditure monitoring reports
· Project/Award Close-out: Ensure completion of Action Against Hunger USA Closeout checklists and that awards in the awards management system and financial system are closed/deactivated.
Policies and Operations
· Contributes to operational policies and procedures for award management, drafts templates for contracts and grants and creates and provides in-house training to staff on contractual and compliance topics
· Remains current on changes within the industry, maintains up to date resource library for staff; supports country staff on local context

VI. Working Conditions, Travel and Environment
• The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the missions, mission security,
or other obligations.
• Must be able to travel as required for standard domestic and international business travel as well as to the missions if appropriate. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as infectious diseases.

· Bachelor’s degree or equivalent in accounting or relevant field
IX. Required Skills & Experience
· At least 5 years working in grants and contracts financial management and/or relevant experience (USAID/FCDO/EU/UN funded projects is preferred).
· Knowledge and experience with the US Government Office of Management and Budget's (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (commonly called "Uniform Guidance") governing USAID (BHA) and State Department (PRM) grants is required, and knowledge experience with the Federal Acquisition Regulation (FAR) is preferred.
· Familiar with budget preparation and analysis, financial reporting preparation and presentation, and the proven ability to translate technical financial data into informative reports.
· Experience and understanding of generally accepted accounting principles, financial reporting, accounting systems, and budget development and administration is required.
· Demonstrable knowledge of rules, regulations and donor policies governing the compliance / regulatory management of awards from US Government, FCDO, EU, ECHO, UN and other agencies.
· Expertise with MS Office, especially Excel and ERP software is required.
· Ability to work in a fast-paced environment being able to adapt to various situations prioritizing multiple work assignments simultaneously.
· Strong organizational skills and detail-oriented at the same time.

· Must be authorized to work in the US if not US citizen.
