Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti.
I. Job Summary
The overall responsibility of the CFO for Action Against Hunger USA is to provide leadership, direction, strategy, vision and integrity to our Global Finance, Information Technology (IT) and Administration functions.
The CFO is a member of the Executive Team. In this role, the CFO is expected to help lead the organization, collaborating with all other executive team members to ensure coordination in the day-to-day finances and operations of Action Against Hunger USA. The CFO is also expected to be an active participant in developing and monitoring the overall Strategic Plan, setting organizational objectives, developing organizational policies, coordinating functions and financial concerns between departments and units and establishing responsibilities and procedures for attaining the organization’s objectives.
In this role, the CFO supervises the Finance Team on accounting, budgeting, financial planning, cash management, tax management, and grant reporting to ensure that the activities of the organization are fiscally responsible, comply with all national and international regulatory requirements, and meet the highest ethical standards. As the Financial leader, the CFO is responsible for the overall financial health of the organization, focusing also on forecasting needs, organizational investments and cost/benefit analysis
The CFO also supervises and brings strategic direction to the IT and Administrative functions, including procurement, logistics, ensuring compliance, safe and efficient global operations.
The CFO also serves as a key liaison with the Board’s Finance and Audit Committees, providing information as appropriate and is expected to work in a collegial relationship with counterparts within Action Against Hunger International.
The CFO reports to the CEO and is expected to work in a close partnership to support a strategic alliance and the sound financial and Administrative management at all levels of the organization. The CFO is encouraged to promptly inform the CEO of any incidents that may present potential concerns on the financial health of the organization.

In this role, the CFO is expected to help lead the organization, collaborating with all other executive team members to ensure coordination in the day-to-day finances and operations of Action Against Hunger USA. The CFO will engage with other Action Against Hunger network members as well as donors and external stakeholders when needed.
Delivery: The CFO is responsible for the overall financial health of the organization as well as ensuring operational efficiency at all levels of the organization, and compliance with our Admin and IT functions. The CFO ensures compliance with all relevant laws and donor regulations while also preventing, detecting and addressing organizational risk.
II. Essential Job Duties
1. Financial Management and Operations:
Oversee all financial operations, including accounting, financial reporting, and compliance.
Ensure the accuracy and integrity of financial records and reports.
Manage cash flow, investments, and financial risk to maintain the financial health of the organization.
Prepare and present financial statements, reports, and analyses to the Executive Leadership Team, Board of Directors, and external stakeholders.
2. Financial Strategy and Planning:
Lead the multi-year and annual budgeting processes, ensuring alignment with organizational priorities.
Develop and implement financial strategies to support organizational growth and sustainability.
Perform risk management and annual sensitivity analyses.
Manage relationships with financial institutions, external auditors, and other stakeholders.
3. Risk and Compliance:
Oversee the Risk and Compliance Function
Ensure the organization has a culture of accountability, Compliance and risk awareness at all levels
Oversee the Risk and Compliance program
Engage with external stakeholders (including donors) on any major risk & compliance situations.
4. IT and Administrative Leadership:
Oversee the IT Function
Oversee the Admin Function, that includes facilities, logistics (procurement/supply chain) and general administration (Travel and US office management).
Ensure compliance with all relevant laws, regulations, and reporting requirements.
Oversee the Audit Committee and maintain the organization's Risk Register.
Establish and maintain effective internal controls to reduce organizational risk and safeguard organizational assets.
5. Strategic Planning and Support:
Serve as a strategic leader and business partner to the CEO.
Provide strategic guidance and financial oversight to support the organization's mission and goals.
Collaborate with the CEO and Executive Leadership Team on the development and execution of the organization's strategic plan.
Participate actively in Action Against Hunger network mechanisms (Finance IMG, etc.), bringing thoughtful leadership and commitment to the activities planned.
III. Supervisory Responsibilities
Supervises the Finance, IT, and Admin Teams
Supervise the Risk and Compliance function
Provide dotted line supervision to the Internal Audit

V. Physical Demands
While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.
To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

VI. Working Conditions, Travel and Environment
The duties of the job require regular job attendance of at least five days per week. Must be available to work outside normal office hours or on weekends as required by contact with the missions, mission security, or other obligations.
Must be able to travel as required for standard domestic and international business travel as well as to the missions if appropriate. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as infectious diseases.

VIII. Required Qualifications
Master’s degree in Finance, Accounting, Business Administration, or a related field.
Professional Certification (e.g., CPA, CFA, or equivalent) preferred.
IX. Required Skills & Experience
Extensive experience (15+ years) in senior financial management roles in an International nonprofit, humanitarian, or development-focused organization.
Strong ability to align financial management with organizational strategy and goals.
Proven experience in managing large-scale budgets awards and donor funding.
Experience with international operations and navigating the complexities of foreign currencies, tax structures, and multi-country financial regulations.
Familiarity with institutional donor regulations and reporting standards.
Experience in financial reporting (annual financial statements, audits, budget monitoring)
Advanced knowledge of financial management tools (e.g., ERP systems like SAP, Oracle, or financial software used in the nonprofit sector).
Strong proficiency in financial planning and analysis (FP&A), including the ability to drive strategy through data analysis and modeling.
Familiarity with international accounting standards (IFRS or GAAP) as applicable to humanitarian organizations.
In-depth knowledge of internal controls, risk management, and compliance frameworks.
Proven leadership skills, with the ability to manage, mentor, and develop a diverse team of finance and administration professionals.
Excellent communication skills, including the ability to present complex financial information clearly to non-financial stakeholders (Board of Directors, donors, partners).
Ability to work collaboratively with other departments (programs, HR, operations, etc.) and senior leadership in a cross-functional environment.
Experience in leading change management initiatives related to financial systems and processes.
Ability to anticipate and mitigate financial risks associated with the humanitarian and development context.
Understanding of humanitarian principles, development programs, and the financial challenges faced by large NGOs in different regions.
Knowledge of financial regulations and policies specific to the nonprofit and international development sectors.
Experience working in multicultural and international environments and the ability to understand and respect diverse cultural perspectives.
Ability to navigate and manage the complexity of remote or field-based operations.
Strong commitment to transparency, accountability, and ethical practices in financial and operational management.
Ability to ensure compliance with anti-corruption and anti-fraud regulations.
